I had this problem with 5 gallon smart parts.
the soil being too dry is one issue, for me that sometimes can't be avoided due to my work schedule. plus as others have pointed out letting them dry out is beneficial. It promotes healthy root growth and also helps keep pests such as fungus gnats away.
One thing that helps is to water slowly. I'll add 1/3 of a gallon of water slowly and allow it to soak in, than slowly add the remainder. You still get some run off, but it is much less.
