Just updated my T5's tubes to those new LED replacement tubes, half the cost of power ..
from 36w(4foot tube) to 18 watts and I guess 20% more light...great for germs and seedlings too

If she's truly that vindictive then yes, let her do whatever with your old stuff and start out new. You might have to lower your expectations for a bit but you can't put a price tag on peace of mind. BTW, I know it's late but congrats on finding a place. Life is funny that way, often when things look hopeless something will come along that changes everything.

You can get a cheap tent on Amazon but you will probably need some foil tape for pinholes.
