Actually the relationship between ph and ppm is not that complicated.....when your solution is at the proper ph your roots can easilty uptake the nutes it needs. When your ph is off or constantly changing it makes it much harder for the plant to get what it needs. While "what it needs" may be in the solution already....in abundance....without the correct ph your plants CANT uptake the nutes. It's like putting a muzzle on a dog and then giving it a bowl of water. It ain't gonna work.
a rapidly rising ph could be a sign of overnute, your medium, the water you are working with having its own ph issue etc. It's a completely different thing than your ppms. Don't treat them in conjunction....treat them seperately.
A lowered ph can be a sign of dying roots, cold temps, root rots issues etc.....the only correlation between them is that one can affect the other and each can negatively affect the plant.
2 feet with a cool tube should be plenty of room. I use 1kw and cooltube.....you should not have an issue with your 600 at two feet.
For the correct ppms for the Flora Nova series you'll have to ask someone who uses it......I'm afraid I don't know....sorry.,
