Do not buy the Brinks brand, they do not hold the program for longer than a few days, 2 out of two did exactly the same. Intermatic are still holding, will buy more of them.

The intermatic digital timer is completely unreliable. I used it to control my co2 generator briefly. Six minutes on every hour for daylight. Somehow the program would develop an odd sequence. The co2 ran for hours. High heat, foxtails, high humidty, mold. I will never use a digital timer again.
I used a 15amp timer, not digital, but its for fish tanks in my last grow. one of them has 2 dials 15min incrememnts and 2 timer surge protectors. the other just has 1 timer. they work good.

JBL(have 1x recharge batts and never know when to replace the batt before a pump or light stays on).
I have about 10-12 Intermatic Heavy Duty Outdoor Digital Timers. $25 at Home Depot or Lowes and they are rated to 1800W. They have two plugs in each one and I've never had a problem with them.
They get a little tricky to program when you set them to power something overnight into the next day, but nothing a few bong hits wont sort out
PLCs are the way to go, especially if you have several ballasts. They can be programmed for delay on and delay off, from 1/100 sec to hours. I use PLCs as well for customers who want custom controllers built, I use the Siemens line of PLCs....

I believe the Omron Zen is considered a "Nano" PLC.
At first I had seperate relays for every function- Delay On, Latching (safety),Output. It was too many relays/ interconnects.
I am much happier with the programmable approach. I can change the way it functions without moving any wires. (oh joy!)
