If they didn't come with 'em, I say save your dough on the floats. The waterfall gimmick is perfect because it'll keep the water level at the proper/max-efficiency depth. No need to float.
The floats add a serious amount of girth to the whole fogger itself - each side of the float (radius) is damn near the width of the fogger itself.. ?! So it's like 3x.
As for the fan, see if you can't get that sh*t right up on there - so that you can barely even see the fog as it accumulates in the tub. I'll see what I can dig up as far as peeps here's contraptions.
Gettogro's was basically a tough-tote with the fogger in it, a lid on, some big (2 or 4" PVC) piping out of the top of the tote and as a sort of "nozzle" or "cannon" (this is what you could duct into the room from outside), and also a hole in the top of the tote with a small fan (just like you have pictured) face-down in the box, to force the vapor up into the nozzle/cannon deal.
(Not sure how he maintained the water level in that gimmick)
But you will not be let down with a) those foggers and b) proper humidity, especially for veg and early flower. I like to keep it at 50% RH + from veg to end of stretch, as long as ventilation and mildew and crap is in check.
