You can definitely grow outdoors in colorado. It takes a little more pre planning, if you put them outside when their already flowering ( 1-2 weeks in) most strains that flower in 70 or less days will finish.

Reason you need instant filtration? 24hr sunbath removes chlorine... Or in a recent purchase of mine... DeChlore! Its fishtank dechlorinating agent. I dont see why it would or could harm plants; and it is instant! I would assume you could apply it diluted into a fertilizer/filter thinggy...
But i have a "Culligan Level 3 Under Sink" (http://www.waterfilters.net/Culligan-US-EZ-3-Water-Filter-System_p_0-433.html#tablist) filtration System. Removes tons of gunk, including chlorine. Usually around $64... i lucked out and picked up two for $2! Woot! Had a broken part i fixed; but all is fine and dandy! Plug the outlet right to a float and instant res topper! Not a direct fit to a garden hose; but can adapt to it...
Otherwise i recommend standard RO, or a UV/RO filtration. For some people lettign it "sunbathe" is impractical. (When you need 100 gals to water). Also that MIGHT get rid of some of the chlorine but here in Colorado it is Chloramine that is in the water.
Chloramine is what they put put in water now instead of chlorine (in some cities).
Chloramine does evaporate out like chlorine though, so i think the only way to get it out is a filter.

I need to get some information from the growers in Colorado. I am considering a project to collect trimmings, and seeing if I can make something productive from them.. ie. tinctures, edibles.. etc..
With that in mind, I am wondering if growers would be interested in having someone come and haul away their trimmings?
What are you currently doing with your trimmings?
What would it take to make it of interest to you?
- just getting them hauled away would be helpful
- cleaning up your trim room
- helping to trim
- some nominal money
I'm hoping that just hauling them away would make it worth your while, but could consider other options.
From what I've picked up, a lot of growers just consider the trimmings as trash and just throw them away. This could be considered a form a "recycling".. or a "greener" way of dealing with the trimmings.

i dont know that i have seen a filter that mentions chloramine,
i wonder if a regular filter that takes chlorine out will also take out chloramine.
