ground isnt needed to be operational.(on Dry cap ballasts). (for us.. but is needed for longterm safety)
do me a favor unwire it all and put the ballast on your table and wire it exact like the photo.. i just want to make sure we on same page 100%..
then fire lamp up..(itll will all be ok on the table for 10 minutes (put a box over lamp if it turns on.. so neighbors aren't tuned in) as you dont want to turn off right away
if that works all youll have to do is extend the lamp side.. (real easy)

B10 for yours it be same pic.. you'd put fuse on the 120v lead between the line (from wall) and the ballast..
