buds won't finish..stringy not thick

My setup
Growing NYCD
AN Bloom, and some of their micro nutes
ph 'round 5.6
ppm 'round 1200
12/12 DWC 400hps in a growbox co2 enriched

I can't figure this out..as you can see, buds seem to go into re-veg mode. Very stretchy- Buds just aren't swelling up. Looks like mini catapilliars instead of big fat buds. Actually, the buds will swell up, then- just when i think the plant is done, it starts growing these shoots. My roots seem ok, white, no offensive smell in the res. I change nutes every week, using tap. My tap is around 400ppm out of the sink (ouch)- i do have a ro system, but seemed to develop a cal/mag defficency, added cal/mag, but didn't really see much improvement. I don't know if it's the pheno or something else. The leaves look healthy- and there is no light leakage anywhere in the flower chamber.
Anyway, i have some blue cheese, and afghani mafia vegging now, and will transfer to flower this week (does anyone know how much stretching i can expect with the cheese?)
i also grew some ww, and experienced the same weird growth...so im inclined to think it's something other than the characteristics of the pheno...
I did grow a batch of this over 8 months ago, and didn't experience any of this weird bud growth.. Could my nutes be bad? UGG what causes this weird growth???
Anyway here are some photos of my setup. The 2 large bushes in the veg chamber are my moms- the nycd and afghan Mafia. The plant in the front left is the cheese- big fat leaves...totally psyched for this, but lookin for some solid buds, not these scragilly growth formations. Im sure someone has experienced this before, and hopefully it's an easy fix...

I've read that too much nitrogen in flower will cause whispy-long foxtail buds. Your plants do indeed look very dark green.

I have some plants that do that right beside plants that produce huge colas, I always chalked it up to the genetic gamble...were they from f2 or f3 seeds?

Did you check your timer? Maybe your light schedule is off and you don't realize it.

so far, just checked the system. found a little light leak (really small) so, im doubtful that that's the culpret.. The system is off, and my thoughts are that if the light timer was malfunctioning, id have all veg growth, not buds and these shoots. The timer is 12/12. The seeds are feminized nycd. maybe i have a bad strain? Hopefully i'll be able to sort this out when i flower the cheese. As far as too much nitrogen, im following the AN feeding schedule.. Im really noticing these growths on the top of the plants, not so much on the middle and lower parts... Really looks like re-vegging..can't figure this out

A high rate of transpiration may be causing the calyx to stretch and delaying the sexual maturity of the flower. A rejuvenating plant will look a bit more Picasso.

yes it could just be a shitty pheno . A mate harvested a similar , worse actually, plant was nothing but leaf

but if not down to shitty genes , could be down to too much N or light leaks causing such growth. If there are curly/clawed leaves on this girl and they are (quite) dark green leaves I d say its down to N excess.

Well I thought it might be the pheno, but I do have some tight buds too..and this happened on another strain too. How could it be n tox? I follow the AN guide..if it is, what's my best plan to correct the prob? I'm kinda new to the dwc thing.. Used to have an ebbflo system- is there major differences in grow techniques- like ppm or anything else I should be aware of?

I don't know how plants get N tox some times. Mine got it too on relativly light dose of nutes 600ppm of triflex lucas forumla'd. I think it had something to do with drying out my roots on accident tho...

ok, i guess i should flush,eh? then i'll reduce the n in the AN schedule..one thing- im growing with a SOG method, so i have various stages of growth in the chamber at once...any ideas or alternative formulas i should try, especially with my hard water? This is my first grow with AN, i used to use the Genesis pt A and B formula...
Looking for clues...answers, and knowledge so i can grow fat buds...

you said they were feminized seeds? that is your answer... those shots you see is typical of hermies, but it seems this pheno you have shots out the shoots but not the nanners... a shitty pheno indeed.
