Its not a pheno thing, I have some super skunks going now doing the same thing. I think it may have to do with a heat issue. Im also at 35 days and they look like there at 15 days. SUCKS!!
Symptom one: Foxtail buds
Symptom two: Freak growth shoots coming from once hallowed colas (spidering)
I also have run into a similar situation, im growing a variety of strands, and it has been affecting some plants in all strands, but not all plants. WHat i have noticed though is that it became really pronounced in the summer heat. Im not sure if theres a correlation between heat and vapor pressure vs relative humidity that causes this.
The other thing was that we doubled our space and thus added a new light. it was later discovered that the metal halide light timer was slightly off from the HPS, we first tried to correct, but then completely freaked out, and removed it, and killed several plants exhibiting what i call "spidering" or the freaking veg looking shoot growths. basically they render "good looking" buds into wispy trimming nightmares. (also since only one light didnt really have reasources to keep them going)
I use soil (yes) and havent run into N overage priorly, so i have ruled that out (for my cases) as i give same nutrients to plants that do not exhibit the behavior and some are much smaller (consume less nutrient, and could cause buildup). Also have been giving same stuff for the last three cycles where this not was exhibited. Though im wondering if nutrient intake changes proportionately to PH and temperature, and what i am seeing is directly linked to the heat.
Foxtail buds i can deal with, but not re-veg spidering. WHat i noticed is a combination of the symptoms, abd some plants its only at top then bottom is ok, then other plants its more spidery at the bottom then the top. SOme are still salvageable.
We had several that never seemed to start budding, or ones that began budding, but then seemed frozen in time. its only been a few days since removing the extra light, so i dont have any results to report. I didnt take any pictures of the "spidering", i hope to never see a plant like that again, but if it continues to happen or theres soem remnant, ill post for posterity.
i think you'll find, like i did, that it's heat stress. My tops were too close to the light, and temp's got above 85- too hot for my cabinet. I put a portable AC unit in, got the temps down to 80 in the cab, and they are doing fine...

Mine looked exactly like that when i decided to re-veg them after flowering for about 2 weeks... so im guessing they are not getting twelve hours of complete darkness.
