I think ther made from cigar tobaco aswell.

u just buy a cigar cut it open dump out the tobacco and use the cigar as a joint.its the same thing as making a joint/ cigar just with no tobacco inside.

Yes I should have been more precise.
The paper that surrounds a Phillie Blunt is a tobacco paper made from a slurry of powdered tobacco.
Originally this was a way to make use of leftover waste.

When I read about this year's back, it makes me think that we could do the same with any leftover shake and trim.
There's lots of hemp papers made from the stalk and stems, but what about a paper actually made from powdered bud slurry?
