The manufacturer/UL are the only ones that can tell you what something is rated for unless you know all of the components capabilities and disect the device. A voltage meter is good for checking the connections, polarity of the wiring, and the quality of the ground. A simpler solution if you just want to make sure that the wiring is correct is to buy a outlet tester from your local home improvement store for $5 like this one:
