Why not start them at 24/0? They will grow faster.
And if you start them at 12/12 then they might start to flower when you put them outside, as the flowering hormone has already built up to some extent by the long dark period you are giving them.
And hybrids flower way before the dark reaches 12 hours a night.
They will start to flower at 13 or even 13.5 hours of daylight as long as they have been growing for a while.
By the time the daylight drops to 12 hours outdoors they should be getting close to harvest.
There is a thread on here some where that discusses light cycles. If he were to start seedlings under 12/12 they may preflower/flower to some degree but after putting them outdoors while the daylight is increasing they should veg(not considering ruderalis strains).
