What I don't understand is how states can decide to only let state residents become owners. That has to be unconstitutional on several levels. Any lawyers want to chime in? My guess is that it won't stand up in court, but it seems like it should have already been argued.
Of course they can, just like they can say who can reap other benefits of living in a state, like who can hunt, and how much it costs, and where and what you can, or cannot drink, how late the bars stay open.... who can buy or sell cars (not a felon in Colorado) or who can have a liquor license, I guess if the Feds take control of the Medical Marijuana rules and regs, then you'd be right, but for now it's a "State's Rights" issue.
They didn't say you couldn't move there, just that if you do, it has to be for a certain period of time before you can get a Dispensary License.
