I think it's snake oil. Another form of plant stress at best. We put it over things to make them look good, so it's no coincidence that after spending money on lights that make your weed look good, that people find it's better. Much like the wine tastes better, the more appealing the bottle looks. Or how we are more forgiving of people, the better looking they are. I just see the results of human nature.
10 and 12% lamps come in the cfl form at about 25W, and you hang one per meter. It's cheap and easy. Don't use an alloy reflector, painted white is quite a lot better. This is quite a lot of UV so you should really turn them off, or use sunglasses at least.
