across VA line here, they did have LEO in unmarked cars watching med dispensaries for cars with TN tags. some of them (dispensary) were blatantly just slinging weed to anyone with money. they would sell high CBD stuff to out-of-staters (legal), then "trade" real pot to you for it at a different window.
