Pigtail lamps use 10% more power for the same output, as so much light is produced within the pigtail that just illuminates itself. The best compact is the 2 tube PL lamp.
A reflector is at least a 10% loss with 20-30% being quite possible.
cfl's of 20w are being equaled by LED lamps commonly available at 9.5 - 16w depending how poor the design is. They then gain a further ~30% taking the globe off, which also gives a better beam that requires no reflector.
This all equates to a 60w equivalent LED using ~9w, equaling a 22W pigtail in a reflector.
It's a terrible lamp that's not worth spending any time on I'm afraid
Things like electric shock hazzard, and fires, have given DIY grow-ops a bad name. IMO your prototype needs isolating, MAINS from metal parts e.g. aluminium print sheets from LIVE electric wires and surrounding contacts. If your lucky, you will blow your mains board before this injures or kills you from electric shock. Sorry if thats a downer.
