Trying to remember a song title.....

I have been trying to find out the name of a song and the group.

Here is what I can recall.

I think it was a Techno song from late 80's or early 90's.

I am not sure but the opening was a speech by I think a Minister talking about the evils of rock music which lasts 15-20 secs before the music starts.

I hate that, when you can't come up with a song in your head..I have a tune in my head from the sixties (an instrumental)..that I have been trying to locate for twenty years, I've hummed it to people etc....no luck...
