Criminal 'paperwork'. Specifically having to do with use of campaign funds recorded as having been used for something other than keeping a porn star quiet. (ie., a formal commission of fraud). Not that committing fraud is new to Donny. Just ask the unpaid venues, for which I'm pretty sure it wasn't a mere matter of ethics and 'unsuitable materials' behind their not getting paid. As has been (delusionally) alleged earlier in this thread.
And campaign finance fraud is a criminal charge that numerous others through times past have been convicted for, long before Donny's mini violin demonstration of "Oh, they're picking on me!!"
They were 'picking on him' because he committed the crimes. and he's had such a life of protection from paying the dues that any other commoners would have had to pay that he could successfully argue to his cult (and his daddy maybe too, if there's a spirit world) that "They're picking on me!!" Which, in Donny's world means, they're holding me accountable to the same fucking standards that anyone else would be held to.
Look up 'campaign finance fraud' and ask AI or Google who has been convicted in the past for such crimes.

But to your point, this kind of thing happened everyday. Many people sign an NDA in exchange for payment. That’s all they could get him on in almost 10 years
