Isn't he following the Brazilian Constitution? Which allows the citizens to demand the military oversee the election recount?

I haven't gotten to dive into this much, but I hear they do things a bit different down in Brazil (military wise). Could explain the movements of military equipment that we've seen, on twitter, in Brazil. Can people compel military action in Brazil? That's neat, if they can.
