I don't think this is staged, because of the by-standers and all the traffic around. It's probably just a cable that was sagging twards the ground (probably between 2 poles) that was positioned beneath the 2 cars on the right (they were on the lower portion in the middle of the sagging wire) and then the one on the left got hoked on it (by it's front-right wheel) and put tension on the wire and made it grab and raise the cars.
You can see a guy that comes from the right and signals the big truck to stop, so it's clear something gone wrong there.
