You're right in a sense, if you view the USA as the military arm of the Federal Reserve.
It's a good idea to assign the arrogance to the people in power $$$$$$ , who control the politicians the public perceives are in power. They are arrogant.
The USA is a useful tool for the continuance of a scheme designed and created to maintain the world dominant currency. When more people realize this, things might change.
