The term "tolerance" is sort of misleading. Out of everything that happens when you toke, 2 that affect how much you feel the buzz are directly related. The first is that THC builds up in your fat cells over time. A heavy toker experiences a ceiling where a higher THC content is needed to trump what is already stored and slowly releasing. The second has to do with the CBTs and types that a strain passes and how well your body reacts to them. So "tolerance" is basically a combination of the two, one of max out from buildup, and the other immunity to the strain's makeup.
Bottom line is if you toke a lot and don't get as high, you're pretty much maxed on that strain. Switching to another strain usually restarts the process and you feel that it hits you better. If another strain isn't an option then clearing the system to start over or find a way to increase the potency is the only thing you can do.
As med users we have to deal with this all the time, I handle it with a perpetual rotation of 20 strains so I can harvest a different strain every week. Some think it's a pain to deal with small yeilds, but in our case it works out good. It helps to stay on a good regiment of antioxidants like cranberry juices, green tea, coffee to keep flushing and raise that ceiling a little.
That's sort of an over-simplified explanation, but it's the easiest to understand for me and I've been tokin for 50 years or so, and it's the best explanation I've heard. But then, I'm always high.
