Massachusetts Democrat Barney Frank, along with co-sponsors Ron Paul (R-TX); Maurice Hinchey (D-NY); Dana Rohrabacher (R-CA); and Tammy Baldwin (D-WI), has reintroduced legislation to limit the federal government's authority to arrest and prosecute minor marijuana offenders.

The measure, HR 2943, an "Act to Remove Federal Penalties for Personal Use of Marijuana by Responsible Adults," would eliminate federal penalties for the personal possession of up to 100 grams (three and one-half ounces) of cannabis and for the not-for-profit transfer of up to one ounce of pot - making the prosecutions of these offenses strictly a state matter.

Under federal law, defendants found guilty of possessing small amounts of cannabis for their own personal use face up to one year imprisonment and a $1,000 fine.

Passage of this act would provide state lawmakers the choice to maintain their current penalties for minor marijuana offenses or eliminate them completely.

Lawmakers would also have the option to explore legal alternatives to tax and regulate the adult use and distribution of cannabis free from federal interference.

HR 2943 is now before both the House Judiciary Committee, and the House Energy and Commerce Committee. Please write your members of Congress today and tell them to stop wasting federal resources targeting and prosecuting marijuana offenders. I was very surprised to see this, and i'm trying as hard as i can for to make everyone aware of it.

Its super easy to send a letter to your state's representative also, all you have to do is fill in your contact information. They provide a pre-written email and send it to the proper representative.

1 email= 100 voices, so get your voices heard and tell your friends to use this pre-written service!!

We need to get our voice heard and make a change. 3.5 ounces is more than enough bud for me!!

We finally have a chance to end this prohibition!!

Please tell me that out of 64 views at least one of you used the NORML service. Were still early in the process which gives you plenty of time to contact your state's rep. I think this is the first step in legalization. Who wouldn't want the state's to choose what they want with cannabis be it taxation or just medical marijuana.

I've already managed to get people from NY, CT, MT and NC They may not be a lot of people but at least its spread out to not just my state. I can't do this by myself so please help the cause, your on this site for Cannabis, so why not be pro-active?

Thats what i'm hoping for!! People don't realize that this is the simplest way possible to contact any of your elected officials! I just noticied the NC HB has a pre-written message also. NORML is pretty up to date when it comes to legal issues and they make it simple for all of us to give our opinion. You give more contact info signing up for this site than you do sending a letter through NORML.

Don't despair it is a fact that one out of a hundred will make any effort even among the pro-legalization people.

There are many who are active. I am one.

I did send the letter.

This bill has been introduced many times before.. BY THE SAME CONGRESSMEN.... of course Dr. Ron Paul being one of them...

It usually goes no where... that being the case.... maybe this year is different...

I'm also not sure how much it means to some of these Reps... when they get a million messages from NORML... of course anyone writing from NORML is in favor...

I think just a regular dude saying... Hey.. this makes sense.... and I support this... and what the hell is NORML?? works better.... but thats just me :=)

You have a good point. The problem is the committee's though, luckily members of Congress happen to sit-in. It needs to make it past them. To me the most important thing is to show that we are interested, it only takes a minute so why not? The bill has a chance of going no where just like a lot of them. We should at least strive to show that there is a majority who would like a change. Thats why i'm trying to get it out to people in different states, were just making our chances grater of getting it heard. You never know who may be on the committee.

I also believe that instead of it saying from NORML its lists your contact info which is why they use. I've used it to write officials before and they email me back not through NORML.

My email is sent plan on becoming more open with my stance for the push of legalization of marijuana. I don't smoke anymore so they can't even use that against me.

If you just want to write your elected officials you can do that on the NORML page. Just go here:http://capwiz.com/norml2/dbq/officials/ and than put in the info. If your talking about writing to your reps about this just use the link in the first post. Just scroll down and fill in your info and it will send it to the appropriate officials.

Dude, every journey starts with the first small steps. It's NOT a waste of time. It's a start. What you propose would be nice, but not get much, if ANY, congressional support. This has little to do with federal arrests.

Hades- That is a pretty ignorant repsonse to say 3.5 oz isn't enough for PERSONAL CONSUMPTION. That is what this bill is about, it has to start somewhere and right now the federal government has no law stating you can even possess Cannabis. So you rather have nothing and wait for them to start with pounds and than work their way up? Talk about a waste of time.

I think its about time the state's get to choose what they want to do with the matter at hand, much like alcohol.

Yup i saw that when i started searching for the HR. I wanted to make sure it wasn't just an old thing. This is one of the harder stages of making it, if we make it past here i thing we stand a good chance. This is a summary of the bill from that site

"Personal Use of Marijuana by Responsible Adults Act of 2009 - Prohibits the imposition of any penalty under an Act of Congress for the possession of marijuana for personal use or for the not-for-profit transfer between adults of marijuana for personal use. Deems the possession of 100 grams or less of marijuana as personal use (one ounce or less for a not-for-profit transfer between adults). Allows the imposition of a civil penalty under the Controlled Substances Act for the public use of marijuana if such penalty does not exceed $100."
