The way I went about it is this:
I looked into previously done work by reputable breeders such as DJ Short, Shanti, Neville, etc.
Take the Super Silver Haze for example or generally the work Neville did on Haze.
One of Neville's goals before getting busted was to get an Outdoor Haze strain that works out in the Netherlands.
He got there just before getting busted and I read about his process of achieving this goal.
It compares well to what they did with SSH as well.
He (and many others) used Skunk and Northern Lights for many purposes but among them was clearly the purpose of lowering flowering times.
Judging by how many complex poly-hybrid strains include both Skunk and Northern Lights, I would bet that they are good strains for the job.
I for one got both Skunk (Shit) and Northern Lights (Ortega) from MNS and plan to use them just for this purpose.
I also plan to use the C99 in the same vein but have read elsewhere already (and confirmed in this thread it seems) that C99 is not ideal to reduce flowering times as it often dillutes/changes the sativa effects too noticeably.
I would also assume that there would be way more C99 strains or crosses out there, if it bred well.
Still will try my luck with it though.
But Skunk and Northern Lights along with heavy Indicas in general and Afghan varieties in particular would be my suggestion and what I will use in the future crosses with strains such as Malawi, SSH etc.
I also got some Early Haze from MNS which I plan to incorporate into the gene pool once stuff becomes legal and I can move outdoors.

Oh and echoing what VanVulpen said further up:
I believe it was DJ Short who said that he found out that generally speaking, it seems that the female side being sativa and the male side being indica is usually preferrable when crossing the two.
