well...other than psych damage "roid rage", lower testosterone, greater likelihood of rupturing tendons, elevated bad cholesterol, liver damage, possibility of an enlarged heart, greater risk of cardiovascular morbidity (death from arterial damage), jaundice and certain other liver disorders/damage...sure, they "can't hurt someone"...

Someone on steroids could hurt someone they are fighting with.

But let's agree to test to see if a fighter has used any amount of alcohol in the past sixty days since the statistics clearly show that people who use use alcohol are much more likely to be hurt in car accidents, bar fights, domestic violence, and various and sundry accidents.

lets test politicians too! we give them WAY too much responsibility (and our tax dollars) to let them make important decisions while drinking on our (OR their) dime... what is good for the goose is good for the gander...
