not sure where it comes from but it's very true, democracy is all very well if your in the majority, not so fun if your an indian or a black man back in the day. or a muslim in this day and age. that's why a constitution and a bill of rights in a republic is so important. it limits what can be taken from the minority by the majority in government. at least it's supposed to.

After researching a little bit, this is a quote that has been exaggerated...

Ben Franklin actually said this...
