it's beyond me that people doing this type of thing (growing) are incapable of a little risk. 240 or 120 volt elecricity can be manipulated with a little common sense and igenuity. at 19 i was wiring bare ballasts. 4 years later i'm still here and each structure they were in i might add 
but on a serious note don't let these people scare you from saving a buck experimenting and learning. ballasts not only run cooler when not enclosed, but also since they run cooler the light burns brighter. in affect the ballast lasts longer. most companies say their ballasts life is cut in half if the temp is above 90 degrees.
