It's a stick man walkin while puffin a joint. Also has a smoke cloud overhead.
It is actually a "tag" from a legendary "old school" graffiti artist from NYC. I use his moniker on here cuz it fits so well.
If u google Stay High 149 under images u will find a ton of his stuff.

I would rate it a strong 7.5. I wouldn't have none what the hell it was. I do dig it though.
