I have trouble germinating even new seeds when the weather's too hot, even tho in winter and early spring here they will come up in the garden on an inch of rain.

if I 'm understanding my geography right yr climate should be like here, but you might try some bottom heat. not too much tho. maybe on top of yr hot water storage cylinder.

there are a few ways. Scarification is one. Another one is after the pre soak to crack them manually this method is tricky you must be careful. The 3rd is after a pre soak let the seed dry . the expansion and contractions of the seed case will make it crack. This method you need to be watch carefully as not to let the seeds dry to much.

I pre soak my seeds fro 12hrs. place the seeds on a paper towel. place the paper towel on a plate uncovered on a warm surface(seed mat) let the towel dry out some before you re wet it.

Hope this helps
