Plant Stopped Flowering? PLEASE HELP

Hi, My plant was growing very rapidly its whole life until about 3-4 weeks into flowering, then it stopped, its now almost 6 weeks and the buds have not grown at all the cola seems to have stopped forming also. Here are a few pics. The soil and water are fine and have been used before, the ferts were also used last grow, its getting 10-52-10 right now for flowering and it was getting 30-10-10 for veg. There has been no light leaks. The plants are in 2.5 gallon pots the plant that seemes to have stopped flowering is 3 ft 3 inches and the other is 2ft 9 inches. They are under a 250watt HPS, 150watt MH 4 CFL's and a blacklight. If you need any other information or pictures just ask.

The other plant is fine which makes me think its not a PH problem, I am now thinking it is rootbound over 3 feet in a 2.5gallon pot. Is it to late to transplant?

Supposedly the black light emits a small ammount of UV-B light which comes from the sun but is missing from indoor lights. I have read that UV-B helps increase the ammount of thc or crystals or cannaboids or something worthwhile. (I had the light laying around so I figured what the hell)

To start, your probably feeding your plant too much phosphorus by using 10-52-10. You veg food should have nitrogen and potassium at about the same level rather than 3:1 ratio.

Too much N...flush her then go back to using moderate flowering nutes that are higher in P & K than N...you'll want a 1-2-2 ratio (or 2-4-4, 4-8-8, etc) for flowering.
