this is 100% true.
Anyone operating a peak seeds website is a scam. Peak seeds is no more.
In fact there is a large article written about Peak's transition to becoming a legal entity.
If you have a cannabis business license for production or you have a medical referral, you can still buy from them. I haven't looked at thier legal site since that article but it exists. I forget what thier LP is called though.
