United States President Barack Obama said Wednesday that the US is initiating plans to rebuild its relationship with Cuba following decades of disputes between the two nations.
Speaking from the White House in Washington, DC, Pres. Obama said Wednesday that the US is seeking to establish diplomatic relations with Cuba and soon plans to open an embassy in Havana, authorize sales and exports between nations and make changes to current travel laws that for decades have restricted traffic between the two countries.
“Today, the United States of America is changing its relationship with the people of Cuba,” Obama said as he offered to “extend a hand of friendship” while unveiling what he called “the most significant changes in our policy in more than 50 years.”
“We will end an outdated approach that for decades has failed to advance our interest,” Obama said.
Raúl Castro, the president of Cuba, announced in a statement televised concurrently with Obama’s that his nation will “reestablish diplomatic relations” with the US.
Since the administration of Pres. John F. Kennedy in the 1960s, restrictions and sanctions have kept the American and Cuban ways of life from all but converging policies put in place at the dawn of the Cold War in an attempt to curb the spread of Communism.
Yet Obama said Wednesday that, while rooted in the best of intentions, this “rigid policy” has “had little effect” a half-century later. Indeed, Obama acknowledged, a Castro still sits atop the Cuban government as during the Kennedy administration, and that similar restraints concerning how the US dealt with China and Vietnam, “once controversial,” have long been lifted following decades of disagreements.
This is fundamentally about freedom and openness, and also expresses my belied in the power of people-to-people engagement,” Obama said of the policy change, adding that he intends such “contact will ultimately do more to empower the Cuban people.”

ohn Kerry, the US secretary of state, will soon begin discussions with Cuban representatives, the White House said; in April an official from Havana will be welcomed to attend the annual Summit of Americas.
The announcements on Wednesday occurred only hours after it was revealed that Alan Gross, an American citizen imprisoned in Cuba for the last five years, had been released on humanitarian grounds, along with a US intelligence official who has similarly been detained for 20 years. On its part, the US has released three individuals from the so-called “Cuban Five” who had until now been imprisoned.

Announcements from the Obama and Castro offices came only hours after the head of the US Agency for International Development, or USAID, announced plans to resign following a five-year term marred in recent months by scandals surrounding American efforts to influence Cuban youths.

Way past time they figured out that sanctions and isolation wasn't working. I hope the Cuban gov makes an honest attempt to better the life of her citizens.

Factbox: How Obama will relax U.S. Cuba policy

(Reuters) - President Barack Obama moved on Wednesday to normalize diplomatic relations with Cuba, a shift the White House said was needed because the long-standing U.S. embargo against the communist-ruled island has failed to promote democracy and has hurt the Cuban people.

Here are the key changes:

DIPLOMATIC RELATIONS
* The U.S. will open an embassy in Havana.
* During the next six months, Secretary of State John Kerry will review Cuba's designation as a state sponsor of terrorism.
* U.S. officials will hold high-level talks with Cuban counterparts on issues like migration, narcotics, environmental protections, human trafficking.
* U.S. officials will discuss maritime boundaries with Cuba and Mexico in the Gulf of Mexico.

EXPANDED TRAVEL
* More Americans will be allowed to travel to Cuba.
* The overall travel ban can only be lifted by Congress, so tourism will not be allowed.
* Travel licenses will be available for family visits, journalists, professional research and professional meetings, educational activities, religious activities, performances and athletic competitions, humanitarian projects, and certain export activities.

TRADE
* Trade will be authorized with Cuban private companies in building materials for private homes, goods for entrepreneurs, farm equipment for small farmers.
* Licensed travelers can bring back $400 in Cuban goods, including up to $100 in tobacco and alcohol for personal use.
* The overall trade ban can only be lifted by Congress.

BANKING
* U.S. banks can open correspondent accounts at Cuban banks to help process authorized trade and remittances.
* Rules defining "cash in advance" will be revised to mean "cash before transfer of title" to help finance trade with Cuba.
* Travelers can use U.S. credit and debit cards.
* U.S.-owned entities in other countries will be allowed to provide services to Cuban people who are outside of Cuba.
* U.S. bank accounts of Cuban nationals who have moved outside of Cuba will be unblocked.

TELECOMMUNICATIONS
* Export of telecom devices and services will be authorized.
* Telecom providers will be allowed to provide commercial telecom and internet services.

REMITTANCES
* U.S. citizens can sent up to $2,000 per quarter to Cuban nationals and humanitarian projects, up from $500. Licenses will no longer be required.

yeehaw.. someone rent me a huge cargo ship ...load up on cigars and old cars...money to be made...short trip....beats the kidney busting old way of going from the keys ....

Screw this ....never trust a yankee in a cuban shirt, they are all spies....execute the lot, just like old times, lets hope this is Obama's last term? ..as a true self styled republican will slam that door quicker than, Obama saying that neigger word!

oddly enough Cuban law forbids cars to be running around in a state of disrepair, those old pre-embargo american beauties have been kept close to factory specs, and you can bet they ain't gonna be cheap :tongue:


the cigars, ahhhhh.......

back in the 80s I developed a taste for fine cigars. my friend Mike was in jail in Cuba for smuggling weed through their waters, I sold his wife coke and she in turn sold me many boxes of what customs would allow her to bring home each trip. Mike finally came home but he was changed forever.

I know a bit about cuba... made a few runs ...old levis brought big cash there in my fl keys days...aint saying any more...short bumpy run

That's what I was thinking. Obama seems to want to do big and meaningful things now that he has 2 years left. I hope he changes another old failed policy of the US government.

If you go to a cuban resort, the difference compared to other countries... they will be very money oriented. They expect tips for drinks and whatever. I think they got a taste of what they could be doing, and now they want more. After all, they we're starved for so long.

You ever tried the food over there at the resorts ? Now that's some funny tasting stuff.

They got some good doctors from what I hear though.

The thing now with americans being able to go to cuba... it's not gonna be the same.
There is just so many americans... and judging by americans who put canadian flags on their backpacks... I don't think they are liked very much and there must be a reason for it

I don't see how this is helping the Cuban people. Is Castro relinquishing control? I didn't see Cuba giving any other concessions besides a spy and a U.S. citizen that got caught trying to undermine Castro's regime. Cuba is listed as a terrorist nation by the state department.


Countries determined by the Secretary of State to have repeatedly provided support for acts of international terrorism are designated pursuant to three laws: section 6(j) of the Export Administration Act, section 40 of the Arms Export Control Act, and section 620A of the Foreign Assistance Act. Taken together, the four main categories of sanctions resulting from designation under these authorities include restrictions on U.S. foreign assistance; a ban on defense exports and sales; certain controls over exports of dual use items; and miscellaneous financial and other restrictions.

Designation under the above-referenced authorities also implicates other sanctions laws that penalize persons and countries engaging in certain trade with state sponsors. Currently there are four countries designated under these authorities: Cuba, Iran, Sudan and Syria
