I noticed that there are both 12 and 24 hour time being displayed. They change back and forth also.
Today, the site clock is in 12 hr. format yet posts are in 24 hr.

One annoying feature is the scroll up <--- how the page reacts when changing pages, vice a simple change and poof it's in your face.

Are you talking about the scrolling animation? If so that's going to go in the bin yes.
