Ummm....that would be a 40w light then. The 200w enviros actually pull 200w of power. You're thinking of the equivalent incandescent shit they put on the packaging for marketing purposes where a 13w puts out the equivalent of a 60w incandescent...the problem is that incandescents are horribly inefficient so they're comparing apples to oranges.

just a thought,

im splitting my flower room in half in order to make it a consistent flow of enegry usage, having them on opposite light times. It also decreases sq ftage. which in turn increases w/sq ft. just a thought but
if you split it in 3x3 you will get 2 rooms of 66.67watts/sq ft , 6x6 you are getting 33.34 w/sq ft. 33.35 is really not that much for mj plants.
plus you can run both ballasts on opposite times, so you will only be running one at a time with your fan. your room should handle that easily.
