If your gonna spray insecticides they you should switch them up so bugs have less chance to build immunity. So maybe neem, permethrin and insecticidal soap as an example.

Do not use synthetic Pyrethroids, use natural Pyrethrums, like Pyrethrum 5EC. They break down quicker, and leave less harmful, if any residue come harvest.
Pyrethrum 5EC will zap those thrips literally over night, just continue after a few days with a fresh made up batch in your spraye.
