I remember reading an artical in hightimes I think it was, or was it an artical or thread on over grow, or was it the grow seminar at the 99' cannabis cup, i can't recall for sure, but they talked about some one who was growing at several different elevations. the elevations where 1000 feet apart, the garden at the lowest elevation produced the most bud, and the other gardens produced less and less per incress in elevation, but the potency in the bud became greater and greater per incress in elevation which became the trade off.
Just shows that the greater the light value, the greater the potency can be.
