The obvious answer was a lung room. It was what he was asking to build and what both of us have suggested.
I've worked on more furnaces than I can count and half of them have stuck/bad vent dampers. Of course, I'm from the deep south and they don't get used much so your experience may be different, as it seems it is with the asbestos.
You failed to address any point I brought up and then say I called you names....OK, bro.
I just don't think it is safe to be messing around with exhaust gasses nor would it pass code anywhere. The damper could easily fail and fill his house up with carbon monoxide.
OP can decide what he wants to do. He's got enough info to make a decision.
