They're playing with the figures, thats all. Cannabis is a global commodity whose price is fixed like any other.
They need the street prices of herb to remain high in order to maintain their senseless "war" on drugs.
This little bit of evidence of "price fixing" also gives a little hint to the enormity of cannabis consumption, and in my mind, shows just how insane they are to try to keep from us what so many of us obviously want.
It's big business, and everybody gets a slice of this pie one way or another. Cannabis is simply a victim of it's own appeal.
