I agree with everything that you have written with the exception of the part that I bolded. "Probably get away with", yes, probably. Good idea? No, it would exceed the 80% rule by a fair margin.

It would exceed the 80% rule by 0.50001A, or 3.4%, no?

1000W @ 240V(3) = 12.5 A

12.5/15 = 83.4%

PS: Your picture tripped me the hell out man, woah!

You aren't taking the ballast losses into account. The ballast alone will normally take an additional 3-5%, perhaps as much as 10% on funky ballasts. I wouldn't sweat it if the excessive amperage was as low as your calculation, but with the ballasts figured in, it starts making some pretty good inroads into the safety factor.

Ahh, of course. I suppose some of us are running very long cords too.
