If you want to raise a bit , you can put a bucket of water in the room and this will raise it ! but you will have to watch it doesnt raise it to much !

Yup, let it bubble with an airstone, and get even more RH.

Vegging plants like RH up to 60%, think of a tropical enviornment where plants grow like mad.

Flowering keep it at 45-50%.
