I thought I read somewhere that it was held at the Sugar Factory is it closed and what about the Melkweg,any possibility?

Heya Smokey....don't think anyone should be getting their hopes up for the Melkweg. It's simply cost prohibitive, unless someone has an extra 30-40k extra
euros to toss about.
By the time they get the venue charge, then add in the 'required' staffing they provide which is a separate charge, oh yeah, and the liability insurance, rental
of lighting (not incl in the venue rental base fee)....oh it gets complicated....and very costly.
When the ICM 420 Cup can attract at least 1000 confirmed attendees, then 'perhaps' a venue such as the Melkweg makes more sense in order to accommodate
that many guests.

Until passes are listed up by OP to get an idea based on sales of passes, no way to know...plus there are always those who just show up to buy a
day pass, so no real accurate way to know....until the 18th when it starts.
