The first half you left out was the part of the Constitution he actively tried to violate. The second part was merely an accurate assessment of his character deficits, which has frequently left him prone to proposing illegal and unconstitutional acts, which, fortunately, during his first term in office, there were people around him to run interference and engage in damage control regarding the bizarre and often illegal things he dreamt up fairly regularly.
