Mexican migrant workers; most usually return to Mexico after a term working and many/maybe most have work permits and cross the border easily
Many/most Mexicans have skills which the ply in Mexico, making adequate to mucho cash and many visit the US as tourists. They are happy to remain in Mexico.

I spent a week in Manhattan for a conference a number of years ago. It was interesting to visit, and convenient as all get out. But I would hate to live there. Too fucking noisy, it stunk like a sewer, and I couldn't see the stars at night.
