I'm actually for full legalization and regulation similar to alcohol as a start.

The small growers I think will still make money. You got the big beer companies and you got the hand crafted micro brews that seem to be doing well for themselves. I see the same thing happening with marijuana. People will have the freedom to create strains like micro beer brewers create new beers.
