Is this how new growth is supposed to look?

I just think growth is already arrested because that tip is so burnt. I would want my buds to come out of that healthy growth down below, not make some freaky nug out of a messed up tip. Its an okay idea to not cut it to see if you can get more clues though.

While typically I also think its a bad idea to prune when your plant is already suffering, I'm not going much with that idea this time.

We need more info from you grower, like how long it is taking for your plants to develop new nodes, but just looking at the newest leaf growth, its sound to estimate your plant growth is approaching if not already arrested. The leaves are getting horribly narrow and 180 degrees upside down. The plant is confused in its growth and repairing that muck will take as long as growing a new set. (will leaf growth such as that produce energy for the plant?)

I think the only reason to cut your plant is if you're going to fix the problem that caused it to get to its current state.
The way the plant developed seems to have gone from happy growth and at some point in the early stages then in the middle you can see where it stretched/ or just did not want to grow any more leaves.

I think its important to look at your soil contents/ what you are putting in there. if you do anything A good flush is in order, you're plants white flag is rising slowly.

it would be nice if you could keep us updated on how you proceed.
