with water temps around 20°C and good DO levels, correct pH and EC root recovery is done on the fly, but if those factors aren't correct then nothing will grow in hydro
you can cut off the bad roots after reastablishing the right enviroment and new root growth will come quicker
well, if your ppms are 1500 then you have to have plants taller and wider then yourself, else you'r giving them too much nutes
for chilling water u can use:
-using an inline pump not a submersible one(heat from the pump goes into the air not into the water)
-waterfall
-a fan blowing on ur reservoir's water surface
-bottles of frozen water dumped in the reservoir
-blowing cold air into the water
-adding cold tap water daily(through a float valve)
-a comppressor chiller, either made for cooling water or DIY from the fridge
...etc.
if you don't own much Wattage then you should be fine with using the first suggestions as they are the cheapest precautions
in the contrary with a LOT of wattage and reservoir in the grow room you probably need a water chiller
with root rot and 27°C nothing will help in the long term, don't know about plantacilin but i know that i cure root rot by simply having the right temps and enough DO(either by mixing water with a w.pump or and air pump), it all comes down to basic factors determined by the ups and downs on ur system

The nute are ok , and at manufactures range (below the range even) , i have 2 x 600 watt in 12 x 4 ft room with 2 blowing fans 1 6 inch extractor , on 6 inch intake from window , i am going to try the "bottled" water method , but looks like i need a water chiller , coz it aint even hot outside atm
