is a 4 inch 171cm fan/filter combo enough for a 400 watt 4x2 tent?

is it just scrubbing the tent or are you exhausting it? either way, it's really strain dependent, and how well its being grown to determine whether or not it's going to work. I personally wouldnt run anything smaller that a 16x20 or CAN 50 with an 8" fan if you want to cover more than a fart.... Since odor is the biggest bust (even for small growers) I would take extra precautionary measures. in my 8 hood rooms I run 150's w MAX 10" just to scrub the room. then there's a CAN 100 w an 8" fan outside that room with ozone and a Vaportek...

Maybe, but barely. A ~400cfm 6" fan + filter setup would give you more headroom.
As a comparison, I have two 2.5'x2.5' tents (Growlab GL80), each with 400w in a Super Sun 1 reflector (4" vents on side).
I use a Sunleaves 4" ~200cfm fan to vent both hoods (long duct run), and a S&P TD-150 6" < 200cfm to pull through a filter. Plenty of flow.
A single 400w in a cool tube or hood would be a simpler more efficient run. Which is why I say your 171cfm might just be able to do it.
