While the federal gov't could re-criminalize later, if the states each had mmj legally in effect the federal gov't would not have the resources to prosecute individuals cultivating and would barely have the resources to mess with .01% of the dispensaries that would pop up nationwide. I believe that the most sure way to meet the goal of decrim. and stay there is to have each state make the jump to mmj.
