Illinois police threaten to kill their drug-sniffing dogs

If the dogs are considered officers, and us civilians are to treat them as such, why don't they kill off retiring human officer's, too? Same w/ the horses. An Arizona cop once got his leg broke because he forgot to put his car in park. They didn't shoot him, but if he were a horse, they would've. The sad thing is, this bullshit will probably be an effective strategy in Illinois.
