Mail is one of my areas of expertise........(extensive experience...)
Nothing could be further from the truth......The documentary I watched was very clear that nothing is screened (other than just the actual act of picking up the box or whatever) from the Post Office onto the plane.
Actually upon the search of the above keywords, one will find cases in which packages were caught by clerk accepting at USPS,FedEX, and UPS.....
One will find quite a few other cases in which packages grabbed between acceptance and load....
Should also be noted parcel interdiction efforts usually not only include fed, state, county, local and postal inspectors, but also national guard..
(Again....smaller packages?......usually not a problem as long as do not meet criteria but on top of list for package profiling criteria is of course "source state"...(or country...)....which you can't get around, so.....Seeds?......small packages?....usually not a problem...larger you go, the more problematic it can be to a degree......)
Express/overnight, etc are high on criteria due to as above....perception less attention paid because "on a tight schedule".......(majority of cases one will find are overnight packages.....very high on the criteria.....)
Actually.....smell is not a factor as often as one would think...(try adding "vacuum sealed" to that search above ...They even made a point to highlight that due to the huge amount of packages its impossible to screen them and someone could possibly mail a bomb onto a plane. I would think the instances you are referring to would be plain stupidity like not sealing the package properly so the mailman smells it, not some high tech machine or a guy that pulls suspicious packages off.
No.......a parcel interdiction job can involve 20-30-40-50+ people (Agents, postal inspectors, state, city, county, local and national guard).....
I've read cases up to 200 packages at a time pulled (suspicious, meeting criteria, etc......then submitted to a sniff......)
There is also quite a bit of information involving cases and appeals on what is considered a "reasonable" delay and otherwise on overnight packages pulled.....
See, a lot of people are under that impression (smell is an issue....) when in reality....it must be pulled before it can be subjected to sniff"...ie: Package profiling criteria is what begins process...not the smell....smell /sniff is last step......
Now I say smaller the package, safer it is but, again, any number of readily available cases will show smaller packages are grabbed as often as larger........
(talking seeds to z's to p's, etc.........seeds of course where topic started is about as safe as you can get, but, I felt I'd add that because many send many things besides seeds, and, most have absolutely no clue the true level of efforts nationwide/U.S.......
There are tens of thousands employed by the above who, on a daily basis,dedicate their entire career to parcel interdiction......(I was reading something about maybe Florida State popo and their "rounds" cover over 200 facilities......(USPS,UPS, FedEX, DHL, Mail Boxes, etc,.....etc, etc.....200+ facilities is quite a bit.......)
Here's a quick one, several cases regarding reasonable and unreasonable detention, sniff's, criteria.. (I like things that give me 10-20-30+ cases I can review later individually.....)
Actually, most of the things people think are "safe", are what trigger an interest......
One will find also upon review of many cases that return name and addresses are sometimes triggers........and, they do check all names and addy's with local to see if they are valid addresses.......They also check postage...(mailed different zip than return address....method of payment, etc.......)
Source states come into play first, then moves onto physical characteristics of packages (weight, how it's packaged, etc..) then moves to return and receiving addresses...labeling is also a factor (handwritten or label)..."feel" is a factor......weight proportionate to size is a factor....
West to East and South to North they watch for product, East to West and North to South they watch for cash......(one will find just as many cash seizures as product seizures.....)
Hottest is Cali, AZ,NM,Texas, Florida, and up North Midwest and East Coast......
In any case......feel free.....go through couple hundred cases and sure it will be of interest......Mail is not as easy as it used to be....Not at all.....
Express/Overnight/Next Day mail of course easiest to screen because packages overnighted fit a typical pattern in general...(business to business, smaller packages, documents, etc....), and, volume of next day is quite a bit smaller than general delivery...(priority, first class, ground, etc, which involve more consumers, larger packages, etc......)
